Maria Alexeyevna Lvova-Belova (Russian: Мария Алексеевна Львова-Белова; born 25 October 1984) is a Russian politician, currently the Presidential Commissioner for Children's Rights in the Russian Federation.
On 17 March 2023, the International Criminal Court issued an arrest warrant alleging unlawful deportation of children from Ukraine to Russia during the 2022 Russian invasion of Ukraine.[2]
Career
Born and raised in Penza, Lvova-Belova graduated from the A. A. Arkhangelsky College of Culture and Arts in 2002 as a conductor.[3] From 2000 to 2005, she worked as a guitar teacher at children's music schools in Penza. She cofounded and headed the Penza regional public organization for promoting social adaptation "Blagovest." From 2011 to 2014 and 2017 to 2019, she was a member of the Civic Chamber of Penza Oblast, the latter term overlapping one in the Civic Chamber of the Russian Federation.[4] In 2019, she was elected co-chair of the All-Russia People's Front regional headquarters.[5]
In 2019, Lvova-Belova joined the United Russia party (the ID card was given to her on 23 November by Prime Minister Dmitry Medvedev). On 24 November, she was elected to the Presidium of the General Council of the United Russia, and she became the co-chair of the working group to support civil society. In September 2020, reelected governor of Penza Oblast Ivan Belozertsev appointed her to the Federation Council of Russia from Penza Oblast's executive branch.[6] After the 2021 snap election, she was reappointed by Oleg Melnichenko.
On 27 October 2021, Russian president Vladimir Putin appointed Senator Maria Lvova-Belova as the federal Commissioner for Children's Rights, one month after previous commissioner Anna Kuznetsova became an MP.[7]
Lvova-Belova was accused by Ukrainian and British officials of supervising the forcible deportation and adoption of children from Ukraine during the 2022 Russian invasion of Ukraine.[8][9] Following the invasion, she was sanctioned by the EU in July 2022 and by Japan in January 2023.[10][11]
A warrant for Lvova-Belova's arrest was issued by the International Criminal Court on 17 March 2023, which claims she is responsible for the unlawful deportation of children from Ukraine to Russia during the invasion; a similar warrant was issued for Putin.[2][12] She responded: "It's great that the international community has appreciated the work to help the children of our country, that we do not leave them in the war zone, that we take them out, that we create good conditions for them, surround them with loving, caring people. There were sanctions of all countries, even Japan, against me, now there is an arrest warrant, I wonder what will happen next - well, we continue to work."[13]
Personal life
Lvova-Belova has been married to Pavel Kogelman, a priest of the Russian Orthodox Church and formerly a programmer, since 2003.[14][4] They have five biological and eighteen adopted children.[15][16] The former were born in 2005, 2007, 2010, 2014 and 2018.[4] In February 2023, she adopted a 15-year-old boy from Mariupol, which caused controversy due to the concurrent abduction issue.[16][2]

Situation in Ukraine: ICC judges issue arrest warrants against Vladimir Vladimirovich Putin and Maria Alekseyevna Lvova-Belova
Today, 17 March 2023, Pre-Trial Chamber II of the International Criminal Court (“ICC” or “the Court”) issued warrants of arrest for two individuals in the context of the situation in Ukraine: Mr Vladimir Vladimirovich Putin and Ms Maria Alekseyevna Lvova-Belova.
Mr Vladimir Vladimirovich Putin, born on 7 October 1952, President of the Russian Federation, is allegedly responsible for the war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute). The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. There are reasonable grounds to believe that Mr Putin bears individual criminal responsibility for the aforementioned crimes, (i) for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute), and (ii) for his failure to exercise control properly over civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility (article 28(b) of the Rome Statute).
Ms Maria Alekseyevna Lvova-Belova, born on 25 October 1984, Commissioner for Children’s Rights in the Office of the President of the Russian Federation, is allegedly responsible for the war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute). The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. There are reasonable grounds to believe that Ms Lvova-Belova bears individual criminal responsibility for the aforementioned crimes, for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute).
Pre-Trial Chamber II considered, based on the Prosecution’s applications of 22 February 2023, that there are reasonable grounds to believe that each suspect bears responsibility for the war crime of unlawful deportation of population and that of unlawful transfer of population from occupied areas of Ukraine to the Russian Federation, in prejudice of Ukrainian children.
The Chamber considered that the warrants are secret in order to protect victims and witnesses and also to safeguard the investigation. Nevertheless, mindful that the conduct addressed in the present situation is allegedly ongoing, and that the public awareness of the warrants may contribute to the prevention of the further commission of crimes, the Chamber considered that it is in the interests of justice to authorise the Registry to publicly disclose the existence of the warrants, the name of the suspects, the crimes for which the warrants are issued, and the modes of liability as established by the Chamber.
The abovementioned warrants of arrests were issued pursuant to the applications submitted by the Prosecution on 22 February 2023.

Who Is Maria Alekseyevna Lvova-Belova? Russia Official Accused of War Crime
The International Criminal Court (ICC) issued arrest warrants for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova on Friday.
Both face accusations of committing war crimes associated with the Russia-Ukraine war. The ICC alleges that Lvova-Belova and Putin were conducting unlawful deportation of children from Ukraine to the Russian Federation.
Lvova-Belova—who is sometimes referred to as Mother Russia in media reports—works as the Commissioner for Children's Rights for the Russian Federation, a position she's held since her 2021 appointment by Putin. She recently made headlines when she shared information on her Telegram channel that she was helping connect Ukrainian children with Russian parents hoping to adopt them.
In the spring of 2022, Lvova-Belova adopted a Ukrainian teenager into her family. The child came from Mariupol, which had recently been attacked by Russians. She allegedly used the example as a transition that Ukrainian children make when they arrive in Russia. After several months, the Ukrainian child begins to "love" Russia.
"When we brought them to the territory of the Moscow region so that they could recover a little, the story began that they spoke negatively about [Putin], said all sorts of nasty things, sang the anthem of Ukraine, 'Glory to Ukraine' and all that," Lvova-Belova said, according to a BBC report. "So yes, there is this kind of negativity, maybe in the beginning, but then it turns into love for Russia."
In February, CNN reported that Lvova-Belova continues to visit Russian-occupied territories in Ukraine and escorts Ukrainian children back to Russia, where they are then adopted by Russian families. According to the report, Putin granted Lvova-Belova permission to take "additional measures" to recover children without parental care in Russia's illegally annexed territories of Ukraine, including Zaporizhzhia, Kherson, Luhansk and Donetsk.
Lvova-Belova frequently shares photos and videos of the children seemingly enjoying their new families on her Telegram channel.
However, the ICC ruled that Lvova-Belova's work was darker than appeared on social media. She is accused of unlawful deportation of children and unlawful transfer of children from occupied areas of Ukraine to Russia.
ICC released a statement alleging that the crimes have been committed in Ukrainian territory beginning on February 24, 2022, when Russia initiated its special military operation in Ukraine. The operation soon evolved into a full-scale war.
"There are reasonable grounds to believe that Ms Lvova-Belova bears individual criminal responsibility for the aforementioned crimes, for having committed the acts directly, jointly with others and/or through others," the ICC said in the statement.
Putin faces similar allegations, and an arrest warrant has been issued for Russia's president for allegedly committing the unlawful deportation of children and unlawful transfer of children from occupied areas of Ukraine to Russia.
